The 2026 House map is showing new signs of potential vulnerability for Republicans, with races shifting toward Democrats in districts that President Donald Trump carried in the 2024 presidential election. The latest changes from the nonpartisan Cook Political Report include two races moving from “Lean Republican” to “Toss Up”—Florida’s 14th Congressional District and Michigan’s open 10th District. Michigan’s 8th District, meanwhile, pivoted from “Lean Democrat” to “Likely Democrat.” The shifts are notable because both Florida and Michigan backed Trump statewide in 2024.
Trump won Florida with more than 6.1 million votes and carried Michigan with about 2.82 million votes, narrowly defeating former Vice President Kamala Harris in the swing state that had backed ex-President Joe Biden in 2020. The districts themselves also backed Trump in 2024, underscoring the potential significance of Cook's latest ratings. In Michigan, Trump carried the 10th by roughly 7 points and the 8th by about 2 points, Cook highlights.
Newsweek reached out to the White House via email on Tuesday for comment. The three shifts highlight how the 2026 midterm landscape could put Republican incumbents under pressure even in districts that historically have been favorable to the GOP. Midterm elections are commonly seen as a measure of public approval for the current president too, and the president's party has traditionally lost seats during these elections.
At present, Republicans maintain a narrow House majority, controlling 218 seats, while Democrats hold 212. With control of the House up for grabs in the upcoming midterm, even modest shifts in Democrats' favor could be consequential. Florida’s 14th District presents a particularly interesting test.
The Tampa-area quadrant is represented by Democratic Representative Kathy Castor, but Cook previously rated the contest as Lean Republican following redistricting. The race is now considered a Toss Up after Florida’s primary elections established the November matchup and new information, including polling, gave Democrats a stronger position, Cook says. According to Cook's analysis, Trump would have won the newly redrawn district in 2024 by 11 percent.
Craig Agranoff, political professor at Florida Atlantic University, told Newsweek on Tuesday, "The shift of Florida’s 14th from Lean Republican to toss up is notable but fits the broader pattern of ratings moving toward Democrats as the midterm environment hardens." Agranoff continued: "Redistricting made the seat more Republican on paper, with Trump carrying the new lines by double digits, so it does not lean Democratic in a structural sense. What it does show is that a well-established incumbent like Kathy Castor can still keep a redrawn district competitive when the national climate is difficult for the party in power. The other two moves in Michigan point in the same direction.
