Nepal is not a passive bystander to a remote emergency; it is its barometer, and the instruments are flashing red.

Nepali Prime Minister Balendra Shah told the United Nations General Assembly last week that he wished he could speak simply about “development, democracy, peace and the hopes of a young nation.” Instead, he said, “I must speak about death and destruction of epic proportions.” Nepal’s recent catastrophic flash floods, Shah said, were “not just a local tragedy, it was a warning to the world.” He emphasized that “climate change does not recognize borders. Glaciers and floods do not travel with a visa stamped on passports.” Yet global leaders have been negligent in translating those warnings into action at the speed and scale required. Nepal has never burned much coal or drilled for oil.

Nepal produces a negligible share of greenhouse gas emissions. Yet on Aug. 26, a giant torrent of water swept away villages, engulfed people and damaged roads and hydropower facilities near the Nepal-China border. The death toll from the devastating floods surpassed 1,450 and thousands are still missing.

Four weeks later, Shah stood before the UNGA to deliver a stark question: Has the world truly heard this warning or simply filed it away with the rest?
