Under the triple lock pension guarantee, an increase is based on either average wage growth, inflation or 2.5% - whichever is highest. Average wage growth between May and July slowed, according to the Office for National Statistics.
The number of vacancies in the UK shrank while the number of people claiming unemployment benefits rose.
