President Donald Trump has sparked fresh speculation ahead of the midterm elections by teasing “big surprises” with Russ Vought, the White House budget chief and leading architect of Project 2025, without offering details on what is being planned. "We have some big surprises coming up in a few weeks, right Russ? He's gonna be one of the important people in the history of our country,” Trump said during an event in Maryland on Tuesday night.

The vague remark has fueled speculation on what might be coming, with critics questioning if Trump was signaling actions that could impact the election. Jessica Tarlov, political strategist for the Democratic Party and Fox News host, said on X: “Between this and his ‘midterm surprise,’ the time to prepare for him to try to steal an election is now.” While lawyer and former U.S. attorney for the Northern District of Alabama Joyce Vance said: “Election interference in the offing.” Others focused on Trump’s choice of collaborator. Former White House communications director Anthony Scaramucci argued that Trump's remarks appeared at odds with efforts during the 2024 campaign to distance himself from the conservative policy blueprint and several of its contributors.

Yet neither Trump nor the White House have indicated the comment is related to the election, instead attention has turned to Vought’s role overseeing federal spending, grants, workforce policy and broader efforts to reshape the federal government. Matt Klink, a Republican strategist and president of Klink Campaigns, previously told Newsweek that Trump's reference to a "midterm surprise" was more likely a message aimed at energizing voters than a specific event. "Trump's remarks about a 'Midterm Surprise' are spin, and the spin is the point," Klink said.
